Fender flairs in ohio question?

I live in Ohio and am very close to finishing all my bodywork. I love the look of the jeep without flairs. Anyone know if there is a law that says I can't run without them? I would rather weld up the holes and go flairless.

I take it pa has law against tire clearance body? With all the frame rot I had to fix I'm not planning to take it on the freeway. So chances are slim and none that it would leave Ohio.
