Fuel gauge inconsistant - needle not showing accurate measurement

I have a 1994 YJ that the fuel gauge needle changes position all the time. It does not matter if the tank is full or near empty. Any ideas what could be causing this and how to troubleshoot the problem?

Thanks,

Mine moves around with fuel slosh - turning, accel, decel, hills. Is what it is, use the trip odometer so you aren't pushing

Bent float rod, or debris under the float keeping it from hitting the 'floor' would be my guess(es).
