Exclamation fuel pressure issues

hello i have a 89 4.2 with a new weber 36 on it i know it only will take 3.5 psi so i installed a holly low pressure regulator and gauge the thing is that my mechanical fuel pump (factory style)is not consistent on the psi at which it pumps i think i only can think that mabe the screen in the fuel tank is clogged i have ran 3/8 line i installed new fuel pump, new fuel filter , i have gone away from the factory style with the bypass (the line back to the tank) i can only think thst what it can be please help
