is the pump coming on when you turn the key? no buzz noise from the tank area?

hmmm, sounds like air in the line like something is cracked or has a pin hole in it. that new pump had solid connections on the pick up and everything?

Going through this same hell myself. Here's what I would do if I were you:

- Drop the tank again. Pull the main fuel hose (the one going to your fuel filter), turn the key on and make sure it's pumping. My new pump lasted ONE FRIGGIN DAY and burned itself out so let's eliminate that first.
- Assuming the pump is good, replace every line you have with upgraded braided fuel line from the local auto parts store. You should inspect and replace the L-shaped line right behind your filter as well. I kept pinching it with normal line so replaced with the $28 dealer part.
- Replace the fuel filter.
- Once all that is done, pull your fuel rail and fire up the pump. See if it comes out the business end.

Once all replaced, I bet it runs better than ever. I'm dealing with the same issue right now, so I'm hoping all the hell I'm going through helps you.

Replaced the relay when I did the pump, just for good measure.

Luckily, the pump is under warranty. Just gotta wait for Quadratec to send me a new one.

Your pump will be under warranty too if it's that new. test the relay before buying a new one. Save a few bucks

Would the relay not allow the car to start at all?

I can't really relate here (my YJ has a mechanical fuel pump), but I've been told that the fuel pump relay can prevent your Jeep from starting. Not sure about it losing power though. What about the fuel pressure regulator?

a bad relay could keep power from getting to the fuel pump so it would never send fuel to the engine. the engine would turn over and spark plugs would fire, but the engine wouldnt run.

to test the pump relay, just switch it with a known good (say the horn) relay. if the horn stops working and the fuel pump starts, its a bad relay. but if the same problem persists, the relay is not your issue

Very well could. Sticky/dead relay could keep power from hitting the pump.
