Gas gauge trouble

Hello I have a 92 Jeep wrangler.Problem started appro. 3 months ago,the gas gauge would not move from full.Took it to an auto-electric shop,they said that problem had to be in gas tank.Noticed when i got it back from them gauge stays on empty now.My question is do you have to remove gas tank completely from jeep to access part that is in tank?Any help with this would be great. Thanks rks959
