Getting no fuel to the engine

I am getting no fuel into my engine. I was driving down the road the other day and the engine cut out like I had just run out of gas. I put three gallons in the tank and still it didn't start. I was getting no pressure out of the pressure release valve on the engine so I figured it was something between the engine and fuel tank. Here is what I have done so far:

1. Changed the fuel filter
2. Changed the fuel pump
3. Switched out the the fuel relay switch that is located under the hood

After all of that, the Jeep still won't start. I've pressed the fuel pressure release valve on the fuel rail on the engine and I am getting nothing out of it. I don't have a pressure checker to hook up to the engine. I have tried having someone start the engine while I hold down the pressure release valve and I am still getting nothing out of it.

-Should I have fuel pressure in the line after the engine is off?
-Do you hear the fuel pump turn on when you turn the key in the ignition? (I don't)
-Any ideas what my problem could possibly be?

if you still have the old pump hook 12 volts up to it see if it spins.
if it does, nothing was wrong with it.
i have gotten bad pumps out of the box from delco before
check with test light to see if you are getting power at the electric plug that hooks onto your pump.
if not, check condition of plug and wires going back to the harness.
