Heater/vent question

When I move the heater lever to Vent on my 90 YJ, the blower motor comes on. Is this normal? Cool air comes in, so that part is working. The blower control lever is all the way down, which should be "off." And when everything is "off," there is still significant heat coming through the floor vent. I know that the YJs get some engine heat in the cabin, but there's so much heat it's uncomfortable now that my top is back on. I read the very informative thread on heaters a few weeks back, and it appears that the gates are working (at least I can hear them opening and closing when they're supposed to) but I can't figure out why I'm getting heat when the unit is off and why the blower motor comes on when I open the vent. Thanks for any help and insight.

Sounds like the back of the vent lever is making contact with blower switch or switch wires.
Pull it apart and spread around some black electrical tape

I agree with chopprr. The blower motor shouldn't go on in the vent position.
