it looks like it had a mechanical fuel pump on the passenger side of 4.0 lt engine,no filter on the frame. Original motor was out of an 87 yj ?

In 87 the YJ had the 4.2liter engine that was carbed and had a mechanical fuel pump....in 91 the 4.0 liter was introduced and has the fuel pump in the tank from that year onward....if there's no fuel filter in the fuel line (in the frame, driver's side, ) then somebody has removed it....put one back in! and yes, there is a wiring harness that connects to the top of the tank for the power source to the electric pump and the fuel guage..
