HELP !!! Installed a rebuilt head...oil soaked plugs?

I need some help. I just installed a rebuilt head on my 1989 4.2 Wrangler and drove it 90 miles started running rough, so I checked the plugs. The plugs were oil looked as if the plugs had 200k miles on them. (new plugs were installed in the new head)

Any Idea's?

Sounds like it was improperly rebuilt or not rebuilt at all.

Bad seals? I would call the rebuilder or auto parts shop and see what they tell you.
