High idle

I've got a 90 2.5 5spd that will not idle below 1200-1300 hot or cold. Egr tube has been removed and holes plugged. Not sure if the idle sensor is working or not, bur the plunger seems to be retracted fully. Other than that it runs great. Any thoughts on this anybody? Thanks

Mine idles to low. Darn old fuel injection. Not like the old days.
