hot feet in 93 wrangler

I have really hot air blowing from the heater box even when the heat is off. it is blowing onto the driver and passenger floor area. is there any way to stop this because living in New Mexico it can be a little unbearable.

I would check the linkage for the on/off control of it, sounds like the little vents just didn't close.
