Question leaf springs ?????

just noticed that on the rear leaf springs at the back end , where that bolt goes
the top part of spring that hooks around bolt is broken .will this cause my rear end to slide forward, it looks like the front of my rear fender on both sides have lesser clearance from the front of my back tires. wth????????? do i need new leafs and can my rear slide or is it the leafs?it drives the same but a good bump will rub on rear tires.

ok, front of tire clearance seems closer. notice gap in front of bolt on front of leaf and looks like hook of leaf spring is broke , are these springs shot?
