My YJ thinks its a turbo. (loud whistle)

ok so my jeep has been whistling under acceleration and later i found that the PCV valve was some how dripping motor oil in the air filter box. when it starts whistling about 2500 i can feel a major loss in power. i saw somewhere that the pcv valves could cause this if they were clogged so we replaced both. but still has the same problems. i'm stumped.

P.S. no joke, 3 days ago at a red light a guy in a civic asked if i had a turbo
