Mystery switch

Located directly under my speedometer and right of the steering wheel there's this switch, it says on an off from what I can tell but it is faded so I could be wrong also it doesn't seem to do anything, anyone else have this or know what it is ?

on my 95 there are two....one just a rocker, one rocker one way and on the other...I assume rear window wiper/ washer but as the rear window was replaced without the washer or defrost hard to tell.
