Mystery YJ Part

I purchased a 1992 YJ recently and have been cleaning and repairing for the past few weeks. I came across a part that I cannot find a purpose for. It's a sheet of metal, 26.5 inches long, 2.5 inches tall with small cut outs in the corners, plus three screw holes. It's the right color for my black jeep, but I can't figure out how to use it: http://www.yesmuseum.org/JeepPart.jpg

Wow. It could be something like that. I only have a hard top, as the prior owner says the soft top burned in a fireworks accident. I hope that's what it is. Thanks for the idea.

Was the pervious owner a Native American?
