Neutral safety switch...lack there of (93 YJ)

I just bought a 93 with 4.0/5 spd and I'm prepping it for VAn state inspection that runs out at the end of this month. Every thing if fine...except it will start in gear and does but require these clutch tof be depressed. I did not see a switch at the clutch pedal...so I'm assuming it is on the trans?

Also the clutch has about 1.5 inches of free play at the top. It feels like there should be a spring to keep it tight.

YJ manuals don't have safety switches, old school. The play in the clutch is normal.

Could be just pedal being old. Take a look under the dash and push the pedal by hand. Watch the pivot point and see if the brass bushings are worn. Also make sure everything is mounted good. There should not be much play in the pedal. There is a bit of pedal travel before it releases the clutch but is normal for Jeeps.
