Well i have a 1990 and it's the same kind of jeep but with the 6cylender 4.2 carb. Is yours? I will assume so cause they are always giving problems these days. The only thing i can tell you is if you want to enjoy your 4.2 6cylender carbed engine then you need to do the easiest mods to improve your jeep and forget trying to keep it factory specs.
#1 Get rid of your carter carb and switch to a Motor Craft 2100
#2 Do nutter bypass. (Research that. Its easy to do and find the info)
#3 Rip out all of your vacum lines after all is running with this setup and then only use Vacum for 4wd and PCV, Brake booster and Distributor advance timing. Now if your state is really picky about emmisions then keep your EGR valve and that will be another vacum hook up. (I didn't keep mine)
Now if you still are having some trouble then look into replacing the Ignition module under antifreeze jug or distributor and not just the cap but the whole thing.
Now with my jeep i didn't keep anything. I replaced everything. Not just spark plug wires and plugs but the distributor and i got one that is all in one and that means everything came out and now my ignition coil and module is on the distributor. That's at Jeep Esstientials Look up DUI distributor. If you do the DUI distributor then the nutter bypass isn't something you need to do and if you decide to do that before you even do the bypass then that will save you time.
My jeep is a real jeep after replacing everything and i don't have any problems. These are so old and it's time to just replace all and have fun.
The black stuff coming out of tail pipe can just be Carbon from a clogged cat which can be your problem and i would check that the first thing before everything else. But like i said to enjoy your jeep do all that stuff.
