Unhappy no fuel pressure

I have a 1994 jeep wrangler with the 4.0L. It recently died on my wife, she said it acted like it ran out of gas. Since she likes to run all our cars on empty most the time. Turns out it has no fuel pressure at the fuel rail. I took off the fuel lines and filter but still nothing. I changed the pump without testing for power first. It ran for about two weeks and is dead again with no fuel pressure. I tested the first pump and it wasn't bad to begin with. Long story short I have no power to fuel pump, changed the relay, I have power at two relay pins, checked fuses. I read that there is maybe/maybe not a ground in the cab by the parking brake pedal on this year. pulled the carpet up but can't find it. Also read that there might be a ballast resistor for fuel pump but can't find this.

Please help It's getting cold and I am tired of riding the bike.
It rained alot more than usual right before this problem so it might be contributing factor.

the fuel acts as a coolent for the pump. low fuel will cause the pump to burn out.

maybe this? I would test everything before spending the money but look at my last post in this thread from my '94 4.0.
