Nutter Bypass

I've heard of something called a nutter bypass and I dont know what it is or where you can get one, has anyone here had experience with it. the nutter bypass seems like somthing you do to your aftermarket carb(webber) but I cant find any write ups that are useful can you guys tell me your experiances, what it does and where I can get a nutter bypass. Thanx.
