Panel inbetween hood and windshield?

I'm looking into mounting an led light bar on the hood of my jeep, but not sure if the panel (not sure the name of it) inbetween the hood and the windshield comes off so I can bolt the light bar down and make sure it's secure...anyone know what's its called and if/how it's removed?

Sure does. There is a screw in the vent (center), two near the windshield and two under the weather stripping (lift hood and move the weather stripping).

Thanks! Woulda checked if I were home but about 3,000 miles away from the jeep for military training and just getting an idea as to how I'm going to mount the light come Fourth of July while I'm on leave. Will post pictures as to how it comes out. Thanks again!
