Passenger Side drain

Just like it says: The drain cap on the passenger side floor won't crack open. There is some rust present, but it doesn't look to be anywhere near enough to keep it closed. I'm just curious if this is common or if it's only my jeep. Thank you so much in advance.

Not sure what you mean by it won't crack open? They are rubber plugs that you pry out of the openings.
