Radiator question - YJ

I noticed that my temp gauge needle wasn't moving showing a proper engine temp even when running warm. I thought maybe my gauge or temp sensor was bad, but that does not seem to be the case. Also, I noticed that the top radiator hose was hot, and the lower was cold after running it about 20 min.

I have an 89 with a 258 in it.

Ideas? Thanks!

Either bad thermostat or plugged radiator would be my guess.
