Re-gear or Tire change

Hi Everyone

No Wrangler at present, but planning my new(to me)acquisition

On the freeway here in Spain and Portugal (I'm in a border town) if you drove 60 mph you'd get rear-ended by a little old lady in a 30 year old Citroen.
The speed limit is 120km but the cops don't really start looking at you until 130-140 (say 85-90 mph)

All I want to do is reduce the RPM at say 70-75 MPH to allow me to keep up better with the traffic flow; but lower the revs. It will have road type tires as I don't need more and anti-sway kit etc.

I don't know how to calculate rpm reduction with differing wheel sizes or if I would have to re-gear.

So:

What reduction in RPM could I expect just changing tire size?
or if that's not the way to go?

What gearing would I look for to achieve a lower RPM at cruise and still be able to drive away from the lights without a slipping clutch?

Off-road performance is not important, Forest service road would be as adventurous as I'd get! (Might scratch her

Any advice from you mechanical guru types would be really appreciated!

gear ratio will also be some what determind by what engine/trans and tire size you wish to run...all of which will play into rpm and top speed etc..
