Rear drum brake question

I am working on a friend's 88 jeep and it seems to be missing the parking brake link and spring from BOTH rear wheels. The Haynes manual I have shows it in the photo. This is the bar that runs horizontal between the 2 shoes and has a coiil spring around the end that touches the primary shoe. It is located just under the wheel cylinder.

The reason I am working on it is to fix the parking brake. When I took off the drum the self adjuster was rusted and frozen solid. I bought a new hardware kit and spring kit. Is is possible that the link and spring are not needed? 2 years ago she got a rear brake job and I found they had reversed the primary and secondary shoes so I am suspicisious that they may have forgot to put the links back in.

Advice please?

I wouldn't put it back together without it. I don't think you want her driving around without a complete brake system and a working emergency brake. If you can't get the parts locally try J&W Auto Wreckers: New & Used Jeep Parts.
