refinishing hinges

Hi all - I am trying to fix up my yj without sinking boatloads of money into her. I would like to refinish some parts that don't require replacing.

Most of my hinges have some rust on them, chipped paint, etc. I have taken off the paint on one of my tailgate hinges, down to the metal, and want to repaint. What is the best way to do this?

I am down to metal - before primer do I sand the metal to a rougher or smoother finish?

Do I then go primer -> paint -> clear coat? Is there something you can buy as a clear coat that just goes over the paint? Will that be as close to I can get to original condition? If now, what would you guys recommend?

Finally, I can't seem to get the hinges apart (specifically the tailgate hinges). Is there a way to get them apart that I am just not getting, or should I just put grease in there any way I can.

I would try to find a cheap place to powder coat them for you. If you can't find a cheap place you want to sand it smooth prime then paint and clear. There is a paint that has the base and clear in it already I forget the name of it though.
And I am no help on getting the hinges apart I have yet to do that on mine but it's on the list of other things lol

Go rust inhibiting primer for anything that has had rust on it even if you ground it all off. I would also recommend sandable primer so you can fix any imperfections.

is this the sort of thing (the sanding part) I can do effectively without a sandblasting kit? I did the first hinge with my grinder (with sanding disc) and air grinder (with dremal style attachment to get into the smaller areas).

This is the first hinge and I am experimenting...I don't want to get all the way through and then have terrible results. Have others done this with success? I would even take moderate -> good success, I am not going to enter any concourse shows any time soon.
