rocker arm bolt

Help lol 88 2.5l was torking the rocker arm bolts down and one snapped. Anyone know if I can just use a grade 8 with a washer? And is 29 lbs correct for those? Seems high. Thank y'all

My Haynes manual says the torque is 17-23lbs. So, at 29 the rocker might be too tight to even move. I don't think a standard bolt will work, doesn't the bolt have a shank on it just under the head that fits in the pivot ball?
