seat belt change

I have a "new" 1994 wrangler - needs some work:
1st - how do I change the driver side seat belt?

2nd - The horn button is not making contact - do I need to replace it? And how?

Very easy I just did mine. There are 2 torx bolts 2 on left 1 on lower right
