On the scale of YJ electrical gremlins...this is pretty low, so consider yourself lucky!

It is odd that the light stays on, as it automatically cycles off with the key when functioning properly, I think this works off a relay, perhaps this relay is stuck closed? As for where the relay is....IDK....pull the driver seat and lay on the floor for a while and see if one pops out. I think originally this relay had a buzzer attached to it if that helps you track it down....or you could pull any relays that you feel click with the key being cycled.

The buzzer/relay is on the very bottom of the fuse box. A rectangle shaped, usually gray in color/ sometimes black. Bottom right side of the fuse box, below all the fuses.

This may or may not be your issue but when my 89 did that last year within a few days the alternator died. It turned out to be a short in the internal regulator. I thought it was odd that the seat belt dash light wouldn't go off and the light was dim. Swapped out the alternator and it's been fine ever since. Test to see if you have a parasitic draw.

Your YJ starts off of the battery and runs off of the alternator. If your battery volt and load tests good you most likely have a bad alternator like I previously mentioned. Keep in mind that the alternator going bad could have also caused your battery to die to the point where it will no longer hold a charge. When my alternator tanked I had to replace both. There's been no problem since. From the time I noticed that there was a problem to a no start it was 3 days. Why a bad regulator had caused the seat belt light to be constantly on and dimly lit I have no idea, but it did.
