Angry Starter Teeth Stuck in flywheel

Ok.. Going insane right now...

I have replaced the Ba10 Bellhousing (broke around where the starter gets bolted into)
I have a new starter
Clutch is Not installed
Trans/T-case not installed
FLywheel is 164 teeth...

Jeep is an 87' with a said rebuilt "jasper" motor. The starter that was on the truck when i got it turned out to be for an 88 wrangler. I have also tried a starter for an 87' and the same thing happened. the 87' starter was just heavier then the 88'.

This is what is happening....Starter teeth are getting stuck/ Wedge in the Flywheel teeth when trying to Start. It basically is locking itself and i have to turn the motor by hand to get the starter teeth to disengage from being stuck. it will not start or do much of anything but make alot of loud noises.

**Also i have tried to shim the starter a couple different times as well

Any help at this point would be great. Thanks in advance

Is the starter gear extending too far or are the teeth too thick? If you tried it with a shim, maybe you have a bad starter, should be a spring that returns it. Try it outside the jeep and see if it returns by itself.

im only throwing out ideas here but the only two things that come to mind is a missing dowel pin on the back of the block(misalignment) or a missing separator plate (to close)

The only plate that I see is that Full adapter plate that goes inbetween the Block and the Flywheel

is there a dowel pin on each side of the block then ?
