Starting issue...

'91 YJ, 4.0L, manual trans. It's been sitting a while. I have hooked up a Snap-on "brick"(scan tool) and it will not communicate with the ECM. The Jeep won't start either. I've got voltage at various places around the engine bay(injectors, TPS, coil) only when I give pin 51 a ground myself. Pins 11 and 12 out of the ECM have good grounds. If I don't provide the ground she won't show me voltage anywhere. Does anyone have any hints before I breakdown and buy a new computer...maybe something else I can check? Any help would be greatly appreciated! Andy
