starting issue

my 89 yj cranks over with no spark and will not start until i let off on the key, then it gets spark and starts. any thoughts ? i generally will let it turn over 3-4 times, then let off on the key and it fires right up. i have replaced the coil, distributor, condensor, ingnition block on the steering column.

Im not sure if jeeps have them but alot of older vehicles (mopars) had ballast resistors. dad,s old plymouth had one and it did the same thing. its a ceramic block bolted to one of the inner fenders. I guess do a search for ballast resistor and see what comes up.

i checked ground wires and even added extra grounds just for the heck of it, no luck. i also checked for resistors and my jeep did not come with one. when i turn the key to the run position, i hear a ticking sound coming from someplace under the hood.......may or may not be related.
