Just the wheel? or the whole column?

Could be a number of things. Get underneath and have someone turn the wheel back and forth and check the tie rod ends, pitman arm etc for play. If these are tight, see if the wheel turns but pitman arm does not move at first, this would be indication of gearbox wear. If these are OK, move to the balljoints.

wheels always goign to have play with a steering box, less you adjust it a lil tighter. But then makes the steering too stiff.
