Transmission mounting block issue- need help

91 YJ 4.0 with Auto trans.
I have an issue with the two large bolts that mount the mounting block to the Transmission, between the skid plate.. In the trans I have one bolt sheared off and one bolt missing with stripped holes. To make matters worse, I sheared off a screw extractor in the stuck bolt. Not sure if I will ever be able to drill that out now. I basically have no way to hold the trans to the skid plate.

I am hoping this is a common problem and somone may be able to point me in the right direction.

Bolts are nice and rusted! Heat them things up! What I would do is drill out the center of the broken bolt with a small bit. Then go to a bigger one but smaller then the bolt. Then take a punch and see if you could punch it out it heat it up till its like red hot then pry on it so it will bend and see if you could pull it out. DO NOT HEAT IT IF ITS NEAR SOMETHING IMPORTANT!

I am going to get that broken screw extractor out, not sure how yet but I'll get it out. I am thinking maybe a hammer drill. Then I plan on trying the biggest extractor I can fit in the thing. After that I may have to drill out completely and re-tap both holes. The case is made of steel though, not sure how simple that will be. First things first, i gotta get that crew extractor out, it;s broken off flush and it's hard as nails.
