Trouble downshifting to 4th at highway speeds

89 YJ 6 cyl: On the way home with my new rollbar strapped to the back, I had trouble maintaing 65 mph on a long uphill grade (questions to follow on lack of power). As I attempted to downshift from 5th to 4th, I couldn't get it to go into 4th. I can upshift from 4th no problem, and downshift from 5th to 4th at lower speeds as well.

I played with it around town, and have no problems with any other shift, just 5th to 4th at over 55 mph or so. Any ideas why this issue is so specific?
