trouble starting my 94

I have replaced my coil, wires, plugs, fuel pump, rotor, cap and my 94 YJ still won't start most of the time unless I spray starter fluid into the air intake. I am at a loss. Does anyone have any ideas.

Have you checked the fuel pressure regulator on the rail?

I checked the pressure at the shrader valve on the rail and it is 45 pounds when I am cranking the motor.

It sounds like you are not getting fuel....have you checked the injectors? are they all firing?
