Weber carb part number

Looking at get a weber carb with the quickness. But we have emissions here in phoenix so should i get the one with there air cleaner or the air cleaner adapter? Any thoughts? Thanks in advance

Also any thoughts on the k551 vs k551-38. Motor is stock not planning on any major upgrades maybe exhaust and a good distributor. Thanks again
