What do these buttons do?

Attached is a picture where I circled a button and 2 knobs that I'm not exactly sure of their purpose (i don't have an owner's manual)... I know how to work my heat and defrost but I noticed it doesn't come out of the vents that are about knee-height.... any explanations please?

top pic look like fog lights
the bottom look like fan speed control and hot/cold adjust

Top is a fog light switch, and the bottom is knobs for the air conditioning. left is temp and right is fan speed. The knobs are just switched on the studs, if you look at the knobs, the left one has a fan on it(and should be on the right side) and the right has a snowflake on it.
The vents that are at knee height are AC vents, the AC in a YJ was an add on feature. self contained with its own fan. You wont get any heat or air out of these with the stock heater fan.
