Where can you legally offroad during winter or summer?

I live in suburbs of minnesota and i want to know where i could legally drive offroad any ideas?

you are going to be a big bunch like i am here in south dakota...if it isn't asphalt, it's crop...

that said there are some areas there that have some access...there is one down by valley fair in shockopee...
