Firing / Timimg problem

85 motor in a 89YJ, rebuilt motor, trans&transfer this past year. Problem with sluggish hill pulling, 5th gear loses power. Replaced the plugs they were fouled, ( I assumed to be new break in carbon). all emissions removed, Weber carb. nutter by-pass. Thinking I may need to replace the coil and distributor. Any advice?
