Aftermarket wheels and tires

Ok guys so I'm in the market for some wheels and tires. I've decided on the Goodyear mtr w/ kevlar. So I've been tossing around the idea of beadlocks but they are quite expensive. So I have 2 options, option 1 run 15" beadlocks and because 15" tires are cheaper for whatever reason it would be a wash cost wise with option 2. Option 2 being run standard non beadlocked wheels and with the money get 37" tires. I'd run 15" beadlocks with 37s but for whatever reason those are unuvailable. So what to you guys think is best beadlocked 15s wrapped in 35s or 17s on 37s??

Btw this would be for my 2013 jk unlimited rubicon.

Beadlocks arent D.O.T approved and I doubt you will find a place to install them. Of course you can do it yourself.

I don't think any of the cops around here would even know what beadlocks are and the ones who do probably wouldn't care. I'm more concerned with performance offroad. What would have a bigger footprint. 35s aired down to 2 psi or 37s at about 15?

Common sense tells me the 35's but it also depends on the tire width also.
