Depends on what you plan on doing with them... Different tires for different applications. Tell us more.

what kind of jeep do you have? Generally speaking, you could run 31's, what type of use? heavy offroad? mostly street driving? the BFG k2 is a good all terrain

31's bigger is better... They will fit the Jeep just fine....

its an 89 yj i just bought it doing some work on it now i think im going to run 31s whats the tallest i can run on stock height anyway?

31's. But u should get 15x8's not 15x7's... And you can fit a 31 'sunder your jeep, but when offroading u may hit the tires on the fenders when bouncing around. And when it comes to street driving/offroading when u fully turn the wheel they will rub on the springs... but aftermarket rims will elimanate that as long as you stick with a 10.50" wide tire at the most. I have 31's on my 89 YJ with no lift, and I would suggest that with no lift you should go with 30's... just my $0.02. This is what it will look like with 31's and no lift.

A YJ with 31s will not be happy at stock height. 3" lift, and preferably an SYE+driveshaft should be factored into the plan. I had great luck with a 3" RoughCountry lift on an 89 YJ I used to own - easy to install, worked great, rode pretty well, and cost me less than $450 to my door.

Depending on your tire choice and intended usage, you might be happiest with 15x7" or might want 15x8" for your rims.
