Powder coated my stock wheel

I wanted to paint my stock rims black, so I thought I'd start with my spare as a test. Had a guy sandblast and paint it with a satin black. He said the original coating was difficult to get off. As I see the finished product, I notice the surface of the wheel is dimpled or textured.

The painter said is the metal, not the paint. Said it is common with a cast wheel. I didn't notice any of this when it was OEM. Anyone else having this issue?

Looks like he used to hard of a material while sandblasting. Had two friends do thier rims one blasting the other aircraft paint remover and they both came out perfect. I would ask him what he used cause it looks like bird shot.
