Wheel/Tire Combo Legit in PA?

Hello! Can folks please confirm or deny that 17x9 wheels with 4.53” backspace partnered with 285/70/17 tires would pass a legitimate inspection in Pennsylvania? Specially, ATX Artillery with Duratracs on a ’14 Unlimited Rubicon X. I have read and reread the “Largest tire on stock JK” thread many times along with related search results and I understand this setup will fit and is popular with forum members. However, I am getting paranoid before I make the order that the fit may not be legal in my state because the tires will protrude out past the fenders essentially making the vehicle illegal.

I often see Wranglers in the SE PA area setup with big tires and I wonder how they pass inspections or don’t receive citations. Do they have “friends” who work at inspection stations? What legal tire/wheel combos are people running in states that require tires to not protrude out past the fenders? I don’t have room to keep the originals and I don’t have any “friends” who work at inspection stations.

Do they appear to have the stock tire flairs, or have they been replaced with wider ones to cover the new wheels?

Stock tire flairs. I am about to place an order on my first Jeep (yippee!) and have spent considerable time researching the vehicle I want along with tire/wheel upgrades. I am not too thrilled with the look of the Rubi wheels and the Duratracs should perform better on the road than the stock MTs. According to my findings 17x9 with 4.5” backspace wheels with 285/70/17 tires are a popular upgrade choice for a stock JK(U). However, after looking closely at some posted pictures (such as post #430 on the “Largest tire on stock JK” sticky) I think this setup might not fly in states such as PA. Is this a valid concern? What wheel / tire upgrades are people running on their otherwise stock vehicles in states that require the tread to be covered by the fender? Thanks again.
