2013 heated seats on/remote start

I thought I read that if the outside temperature was below a certain level, when you used the remote start, the heated driver's seat would come on. Mine doesn't - is there a setting somewhere or is this normal?

No, there is no setting to make them come on with remote start. You might be thinking of the defroster.

On mine, when it gets below a certain temp, the heated seats don't work at all. Not happy about that....but I'm too lazy to take it to the dealer.

My 2011 grand cherokee used to do that but my 2014 jku doesn't i thought it was weird

Finally just had mine fixed for that. Heated seat module shorting out, is what it is. Literally took less than 2 hours. Worth doing when temps are in the teens. Worst time for them not to work. Good luck.
