Any idea if 35's would fit on a 2013 JKUR without a lift and just flat fenders?

I'm getting ready to put a set of 33's on mine without a lift. In a month or so I'll be putting on a 2.5 inch lift from Tereflex. I live in the city and will only be doing minor off roading when I camp and hunt. I have a 2013 JKU Sport.

3" Lift

I have a Teraflex Stage III lift. It is a 3" lift and I have 33s KM2s on it and running 3.73 gears (2013 JKU). You can hardly tell the difference from 35's (35's only give you 1 inch taller than 33's). I did this because of many of the reasons people have stated above (re-gearing, costs, etc.).
