Bilstein HD clunk when wriggling by hand

I installed rear Bilstein HD's tonight (still waiting for fronts). I tightened all bolts to spec, and even a little further, but when I grab the shock I can shake it and feel a slight clunk. It's very slight but its there. It's really strange and happens on both shocks. I am wondering if its internal to the Bilstein, or its bushings, and not a bolt mounting issue.

Has anyone experienced this?

I have the HDs on my 2012 JK 2dr front and back for about a year now.
No clunks. Also have the 19/60 springs.
Great ride and handling...wouldn't trade 'em.
