Bracket on Tailgate is loose?

Just got a new Wrangler couple months ago - we love it.

I had a question on the rear tailgate bracket - the 2 screws on the bracket (shown in the picture) are both slightly loose so the actual bracket will shift slightly when you open the tailgate all the way. Are these 2 screws supposed to be loose or do I need to tighten them? I suspect they came loose for some reason but just want to confirm before I tighten them. Thanks.

If it doesn't move but is supposed to - WD-40.
If it moves but shouldn't - Ductape.
So, I say Ductape......

... or, tighten the screws if you don't want that home-made, good-ole-boy mod look on your new Wrangler!

Great - thanks. This forum has been great so far. Really helped me figure out how to get the hard top off and soft top on when we first got it.

and yes - it's Billet.
