Here's a suggestion:

Not a bull bar, but depending on your needs, it may do the trick...

Check out this one from Maximus-3. They have a bunch of options/configurations for lights, winch, etc. I have been very pleased with mine so far!

Hmm..so it looks like you either choose
1. Just hoop
2. Hoop with light brackets
3. Hoop with winch mount
4. Light brackets (no hoop)
5. Winch mount (no hoop)

https://maximus-3.com/jk-wrangler-1.html

says on one that you can get hoop, light brackets and winch mount but i dont see how you could mount both the lights and a winch

Also, it looks like the hoop wouldnt offer any protection to the winch

How sturdy is it when installed?

The bull bar mounts independent of the bumper. You will either need to cut slots in the plastic fascia (the plastic flat thing between the bumper and the grill) or remove the fascia completely.

I think they have pics of the hoop/lights/winch setup on their site. The the setup bolts to the frame and is very sturdy. You can flip the hoop around so it's facing away from the jeep for additional winch protection.

I've been running it close to a year and love the look. Not a single problem with it either.
