Daniel Stern Wiring Harness - question on install

I have a Daniel Stern wiring harness mounted in my 2010 Wrangler. I just switched out the stock headlamps with Cibie headlamps. The wiring harness and relays seem to be mounted properly, and I believe I've connected the new headlamps properly.

However, the Cibie headlamps are only activated on the high beam setting. They don't come on at all when I keep the beams on the low setting. Any idea what I'm doing wrong?
