+1. There's the answer to your question. If they've been pimping out bikes lately, they'll probably be able to hook you up with a new or used take-off from the back for $10 or something like that. Swing by the hardware to get a couple different washers to use as spacers, if you find them necessary, and call it good!

Emissions can make you car "not legal". If you buy a new vehicle in Texas, it will not "work" out of the box in Cali, without significant $ thrown at it "for" the environment.
California is special, the stickers on the window out there will say something to the effect, California emissions ready.

Don't know if it works with the JK models but if you have a pair of Harley motorcycle mirrors, you can slide them thru your door hinges and bolt them on that way... they are really cheap too.
